Scottsbluff Police have arrested a man for stealing a vehicle in the Wal-Mart parking lot Monday morning.
Officers responded to the area shortly before 8 a.m. While on the scene, they were advised by the Communications Center the 2005 Chevy Silverado was in the adjacent parking lot to the east, where they found it unoccupied and locked. Through witness reports and video footage they identified the suspect as 62 year old Raymond Lapp, who they later located and arrested after he told officers he did not want to speak without an attorney present.
Court documents say Lapp possessed the keys to the car and a search of the vehicle resulted in the seizure of documents and other items previously reported as stolen.
