Lucas Says Lawmakers will Have to Think Outside the Box on Farm Bill

It's going to take outside the box thinking to save a farm bill this fall. That's according to House Agriculture Committee Chairman Frank Lucas who says he's prepared to support bigger ideas to get the job done. Lucas told POLITICO the challenges that will confront the House and Senate are so great and the positions locked in so tight on so many issues that to achieve a consensus in conference that can pass on both floors and get the President's signature may require thinking outside the box. When the House will even be ready to move to conference is uncertain - but Lucas says he's been led to believe it will be prompt - which could mean the week of September 22nd. While the House is actually scheduled to be in recess - Lucas expects lawmakers will stay in town to resolve the continuing resolution to keep the government operating. He says that creates a window of opportunity to appoint conferees.
